According to F4WOnline.com, WWE using Xavier Woods' name in the current "petition" angle to bring Big Show back is because WWE is looking to bring Woods up to the main roster soon. Woods has been recovering from a minor injury, however WWE officials have been high on him for quite sometime now. For those unaware, Woods was formerly known as Consequences Creed in TNA.

I didn't get to watch the beginning of RAW, what happened?

They just had Cole talk about how Woods started a petition on Twitter to bring Big Show back.

As long as they don't bring him with that disco-ish gimmick, it's fine. He's a nice wrestler.

Why would they change him from what he's been doing this whole time in NXT? He's coming to disco.

I missed the starting of RAW. Though I'll probably watch it on Catch Up.

I recall the Consequences Creed name on TNA. It's good he's getting his break though. I'm guessing a team up with Show.
