A law proposed by Wayne Keown, aka Dutch Mantel and Zeb Colter in WWE, has passed in the state of Tennessee, and now awaits the signature of Governor Bill Haslam. Should the Governor sign off on the law, which passed unanimously in the Tennesse State Sentate, it would take effect on July 1st.

The law stems from an automobile accident on August 14, 2012, which took the life of Keown's granddaughter, Amelia Keown. Her car was hit head on by John Perkins, who also died in the crash, and was out on parole, driving 75 miles per hour. Perkins, who had a lengthy criminal history with several felonies, was found to have oxycodone and methamphetamine in his system at the time of the accident.

The law, which was proposed by both Wayne Keown and Amelia Keown's mother, Amanda Moore, allows judges to place monitoring devices, including trans-dermal devices, for people convicted of drug or alcohol related crimes. Keown and Moore were both guests on the Senate floor to hear the bill.

Zeown had the following to say regarding the passing of the law:

"There will always be a hole in our hearts. It doesn't really help us that much and I'm glad that this bill has passed, but I'm certain that in the future this bill will help the people of Tennessee."

Yeah this seems really shady. Now if they convict someone of something small like having pot, they can use it as an excuse to monitor them 24/7 forever..
