Eh, I think that is just technical jargon defining the difference between software usage and the physical disc. It's the same shit with PC software. Basically you are licensed to use the games, but you don't own them as such. It's the same shit as before, as it's been in place since the original PS1 it says. You ain't allowed to sell the game without permission, but they've given that since forever. Jackshit will change.
