If they truly think or thought he's injury prone and put him with Sheamus and in a 7 man ladder match they should be sued for an unsafe work environment.

I think having him return at the Rumble and then not winning it, would be a dumbass move. Three years in a row they'd get a backlash from him not winning the Rumble. I wouldn't be shocked if they waited to after that PPV.

It's easy. If he's ready to go don't bring him back before or during The Royal Rumble. This is a big mistake WWE made last year.
