It wouldn't work, it shouldn't work, and it shouldn't happen.

The Muhammad Hassan character was a good character. the problem is they ended up taking it elsewhere and did something really stupid with it...by making him a terrorist.

^I don't think it was WWE's fault that the 2005 London Bombing happened huh?
It's just like the Vince McMahon/Benoit death coincidentally happening within a short time span :I

^ He started being booked like a terrorist after he was moved to SmackDown. London bombings or not, he had moved a long way from how he was portrayed on Raw.

On Raw he was a normal guy who'd been jaded by racism, and was a complex and interesting character. Hell, in his pre-debut videos it wasn't even clear if he was meant to be heel or face. On SmackDown he was a generic middle-easterner with a group of masked thugs who seemed like they were meant to resemble a terrorist cell.

Honestly, even the terrorism angle was a good addition to the gimmick. It was edgy. It shouldn't be taken seriously like it's real life either. Then again I'm not very easily offended or anything like that so could just be a personal thing.

^ It made absolutely no sense to his character. If they wanted a terrorist, that gimmick should have gone to someone else. What made Hassan great was that, originally, he wasn't some racist stereotype. He was an American from Detroit who got fed up with all the bigotry targeted at his people because of the 9/11 attacks. The character worked because, even though he'd done nothing wrong when he debuted, that exact same racism got him a lot of heat immediately. Once he's a terrorist, there's no more social commentary.

There are certain things you can't bring into a character because it goes too far. Terrorism is one of them. So it would never work in any day or age, and nor should it.
