WWE wants to book Dallas as a heel and this was deemed to be the best guy for the fans to cheer while they boo Bo.
This is also the same reason why he attacked El Torito on Smackdown.

Regarding a potential match vs. Stephanie McMahon at WWE SummerSlam, The Wrestling Observer Newsletter is reporting that this match could be a way for Brie to win her job back.
She would ultimately be fighting to get her job back by beating Stephanie in a match.
